Start of the 2026 Admission Period at Moldova State University (USM)
Moldova State University (USM), the largest and most prestigious higher education institution in the Republic of Moldova, is pleased to announce the opening of the admission sessions for the 2026 academic year.
We invite prospective students to join a vibrant academic community and explore our wide range of study programs, designed to prepare graduates for the challenges of the future.
To Foreign Citizens! Optional medical insurance / Insurance premium for a 3-month period can be purchased from private agencies, at the foreign citizen's choice, and amounts to 500–800 lei, depending on the applicant's age and other factors. The medical policy is mandatory and must be paid at any post office or bank, presenting the national passport and residence permit in the Republic of Moldova. From 01.01.2026 – 31.03.2026 The fee for the medical policy is discounted by 50% and amounts to 2527 lei. From 01.04.2026 – 31.12.2026 The fee for the medical policy is 100% and amounts to 12636 lei. Each day of non-payment of the medical policy is penalized!!! For information, call 0-800-99999 - National Health Insurance Center (CNAM). All students, master's students, PhD students, interns, professors, etc., are required to obtain a medical policy in the Republic of Moldova for each year of study at USM. The original medical insurance / medical policy is kept by the international student. 1 copy of the insurance / medical policy is attached to the file for the Migration Inspectorate. 1 copy of the insurance / medical policy is submitted to the State University of Moldova in the international student's personal file.
International Admission Deadlines (2026)
- Bachelor’s & Master’s (Cycles I–II): April 1, 2026 – June 30, 2026.
- Preparatory Course (Romanian/Russian): April 1, 2026 – August 1, 2026.
- Academic year: Starts on September 1, 2026.
Important for International Applicants:
Foreign students are required to submit their original documents in person at the USM headquarters during the designated periods.
Applicants who require an invitation for the D/AS visa should follow the procedure communicated by the International Students Office.

Cycle I, Bachelor Degree
The enrollment of candidates for the admission competition can be done both through physical presence at the university and by electronically submitting the participation file, using institutional software or accessible ICT tools.
Required Documents
- International passport, valid for at least one year
- Residence permit in the country of residence (if available)
- Copy of marriage certificate (if applicable) with legalized translation in an international language
- Certified copy and translation of birth certificate, if not in an international language
- Certificate of graduation of training courses for foreigners (if applicable)
- Study documents: original copy with legalized translation of the baccalaureate diploma or its equivalent and diploma supplement (legalized translation in Romanian or an international language).
Documents must be apostilled/superlegalized according to the issuing country’s and Moldova’s legislation. Originals are presented at the University and kept until graduation. - Original, valid criminal record from the country of origin, legalized/apostilled, translated into the state language and notarized (except minors under 16)

Application Process
- Step 1: Submit your application file and pay the non-refundable 2,500 MDL data processing fee. Incomplete files are rejected; resubmissions require paying the fee again.
- Step 2: The International Students Office submits your documents to the Ministry of Education and Research for diploma validation and study acceptance.
- Step 3: Invitation letter for the D/AS visa. Before it is issued, you must transfer 50% of the total contract cost. The remaining 50% of tuition and the last year’s tuition (€1,800) are paid after obtaining the visa. Visa applications are submitted in person at the nearest Moldova Embassy.
Tips & Clarifications
- Legalization & Apostille: Check if your country is a Hague Convention member for apostille, otherwise follow superlegalization procedures.
- Translations: Use certified translators and notarize translations where required.
- Budgeting: Plan for tuition, fees, living expenses, and medical insurance. Hostel accommodation is affordable (~60 Euro/month).
- Health Insurance: Mandatory (~650 Euro); factor into your budget.
- Document Preparation: Obtain criminal record and other documents early, as processing and legalization can take time.
- Submission: Choose between online or in-person submission. Keep copies of all documents.
- Follow-Up: Stay in contact with the admissions office for updates and additional requests.
- Arrival: Ensure you have ~3,800 Euro for a bank account and initial expenses.
- Support: Communicate with the university’s international student office for guidance.
- Stay Updated: Always check the latest requirements and fees on the university or Ministry of Education websites.
